Equality, Diversity and Inclusion  Recognition List

The BAME Planners Network, in collaboration with the Royal Town Planning Institute, proudly unveiled the inaugural Equality, Diversity, and Inclusion (EDI) Recognition List 2024 and the Rhema Dapaah Award at the BAME Planners Network End of Year Social on 13th December 2024. Nominations were open to planners working in the UK and Ireland, and a panel of judges diligently assessed the submissions.

EDI Champions

  • This list recognises individuals who have made substantial or outstanding contributions to EDI for the planning profession.

Rising Stars 

  • This list recognises planners from ethnic minority communities in the first 10 years of their careers who have made contributions to the planning profession. Their contributions can be a specific planning project(s) or work done advancing EDI in the profession or a combination of both.

Excellence in Mentoring and Role Models 

  • This list recognises individuals, particularly members of the BAME Planners Network, who have made substantial contributions to mentoring and being role models for other planners

 

The Rhema Dapaah Award

  • The award is a special recognition of the organisation that has demonstrated progress towards achieving diverse and inclusive work practices and a diverse workforce or has contributed immensely to Equality, Diversity, and Inclusion in Planning

Citation:   As co-founder of Neurodiversity in Planning (NiP), which will celebrate its 5-year anniversary next year, Atefeh has been a driving force for equality, diversity, and inclusion (EDI) and has played a key role in promoting EDI and neuro-inclusion in the planning community. Atefeh is passionate about inclusivity, accessibility, and the availability of opportunities for all and co-founded NiP to help promote neuro-inclusive workplaces, place-making, and design. Atefeh capitalizes on her lived experience to identify issues facing neurodivergent people in accessing career opportunities that celebrate their strengths and has influenced the teams she has worked with by sharing her unique perspective on equality and diversity. In recent years, Atefeh has engaged in multiple events, delivering presentations on the principles of designing for neuro-inclusive environments, and has also influenced the inclusive design of a residential project that will deliver living spaces for autistic people.

He has worked particularly hard to ensure that the process for joining the RTPI is as easy as possible for planners from outside the UK.

Jennifer Winyard MRICS MRTPI

Citation:   As National Chair of Women in Property (WiP), Jennifer's focus is firmly on inclusion, social mobility, and intersectionality, working with members, supporters, business, and industry organizations to keep front and center the issues faced by women across the industry. As a dual-qualified planner and surveyor, and a member of RTPI and WiP for 18 years, she has been instrumental in the development of the WiP National Student Awards, which encourage and nurture young women into the industry. She is also a Mentor on WiP's mentoring program, as well as being an experienced RTPI and RICS mentor and on Barratt's female leadership program, Catalyst. In her role as National Chair, she is the spokesperson for the organization, engaging in round tables, conference platforms, podcasts, and in the media. Jennifer is a role model and advocate for young planners, sharing her career journey and giving her personal time widely to inspire the next generation.

Katherine Harrison

Citation:   Katherine is a leading advocate for change within Bidwells where she is a member of the company’s Diversity and Inclusion Board. Katherine has played a crucial role in applying an EDI lens to reviews of company-wide training (e.g., line manager training) and policy (e.g., flexible working, D&I monitoring, the use of inclusive language, etc.). Katherine has championed the celebration of diversity (e.g., Black History Month) and is leading on the creation of a Planning Department work experience programme which seeks to inspire school children from diverse and inclusive backgrounds to become planners. As a member of the Women in Planning Thames Valley Committee since 2022, she has organized a range of events, including their International Women’s Day 2024 event. Katherine is a truly inspiring individual. She is a role model. She pushes for change and motivates those around her to challenge the way things have been done and call out injustice.

Citation:  The recently launched book by Marsha Ramroop, entitled Building Inclusion: A Practical Guide to Equity, Diversity in Architecture and the Built Environment, is a very practical guide that acknowledges that EDI is not just about "talking the talk" but also "walking the walk." It invites individuals to take ownership of how they can "demonstrate behaviors that help create, implement and enforce policies, procedures, and practices to deliver inclusion." This book engages with the nuances of the built environment and its importance in people's lives and is an important must-have tool for anyone working in the industry, offering practical ways to actually deliver inclusion.

Citation:  As an EDI Change Champion for the RTPI Yorkshire Region, she advocates for the inclusion of diverse voices in planning. She actively raises awareness about the challenges faced by underrepresented groups, especially young planners. At Ashfield District Council, she is a member of the EDI Committee, collaborating with assistant directors to foster an inclusive workplace and improve district-wide inclusivity. In her university years, she was elected as a departmental councilor, where she consistently advocated for inclusivity and ensured that every voice was heard. This dedication continued through her involvement with the BAME Planners Network, where she has been an integral member since her time at university. Additionally, she contributes to the RTPI International Committee by organizing CPD events to amplify the voices of international planners, creating platforms for them to share their stories and inspire others.

Shaza Brannon

Citation: Shaza was nominated for the 'Empowering Manager' and 'Outstanding Team' awards at the South Kesteven District Council 2024 Team SK Awards - one of the nominators cited, noting the critical under-representation in leadership, that they are "proud to be managed by an empowering black woman". 


Shaza was awarded a place on SOLACE AMPlify, a competitive programme for aspiring BAME local authority leaders. 


Shaza presented a workshop to local authority chief executives and corporate managers at the 2024 SOLACE Summit about the 'Workforce of the Future: Diversity & Inclusivity in the Workplace'. Using her own experiences as a chartered town planner, Shaza explored the barriers she has overcome as a black woman as she has risen to management level in a profession and sector with low BAME representation, and how she is using her platform to drive change.

Citation:   As a member of the National Infrastructure Planning Association (NIPA) Council's 'Growing and Engaging a Diverse Membership Working Group,' Jordan led its first diversity survey (June 2024). The results are being used to inform NIPA’s strategy to promote diversity and give a voice to all its members.

Jordan also contributed to the RTPI’s Balance Toolkit, which provides guidance for planners visiting schools to inspire the next generation of professionals.

Naja Surattee

Citation:  This is Naja’s first role after university, following her planning degree, and she has been absolutely fantastic working with our team. She is, of course, technically proficient in her role and has already successfully negotiated many case resolutions. She has also taken formal action, serving notices and handling appeals. In fact, she’s already put her first case forward for prosecution!


What I love most about Naja, however, is her enthusiasm and passion for the role. Her positivity shines through no matter the challenge, and it inevitably rubs off on others. The role of an enforcement officer is incredibly challenging, but Naja has taken it in her stride and beyond. She loves learning, attending training and staff sessions, and always makes sensible, smart contributions. She offers valuable input on any issue that arises.


I’m so glad she joined our small team—she brings so much positivity, and everyone loves Naja!

Citation:  She embodies resilience, passion, and a commitment to making planning an inclusive and transformative profession. As RTPI Yorkshire’s EDI Change Champion and a member of Ashfield's EDI committee, she tirelessly advocates for equity, amplifies diverse voices, and fosters inclusivity. At Ashfield District Council, she project manages a £1 million Towns Fund project and mentors students on live regeneration projects, creating tangible social value and inspiring future planners.

Her leadership in sustainability includes retrofitting initiatives, EV charging strategies, and a personal commitment to reducing her carbon footprint.


Recognised as RTPI Young Planner of the Year 2024 (Yorkshire Region), she also contributes to CPRE and the RTPI International Committee, ensuring that diverse planners’ stories are heard. Her work integrates innovation, advocacy, and mentorship, demonstrating how planning can shape equitable, sustainable communities while inspiring others to reach their potential.

Citation:  Jeffrey demonstrates a remarkable commitment to planning and communities through his work at the NHS Buckinghamshire, Oxfordshire and Berkshire Integrated Care Board (BOB-ICB). He is always passionate about serving others. He is currently the Primary Care Lead – Estates at the BOB-ICB and the sole town planner within the organisation. He actively promotes the vital role of primary care in planning by ensuring proper mitigation for primary care services in connection with new housing growth.


This is a highly challenging role, but Jeffrey has fully embraced it. Alongside his professionalism and dedication to learning, he is also deeply committed to volunteering. His experience includes roles on the RTPI Board of Trustees, Standing Committees, and with the RTPI South East. Jeffrey is proud to represent young planners from the UK at various ECTP Young Planners Workshops in Paris, Plymouth, Gdansk, and the upcoming one in Bilbao.

Yanny Tsang

Citation:  Yanny has six years of experience delivering evidence-led, multidisciplinary strategies at site to sub-regional levels. In 2023/24, she played an instrumental role in accelerating two emerging Local Plans for Councils with outdated Plans during her secondment. She led the preparation of various evidence bases, including the HELAA, site selection, and policy development. Her ability to build strong client relationships and navigate complex challenges has been integral to her success.


Yanny is passionate about integrating digital solutions into planning processes, including developing and adopting AECOM’s site assessment and digital engagement systems. She is also one of six EDI Champions, defining and delivering priorities within the company’s award-winning EDI framework, and has driven inclusive client practices through metrics alignment and roundtables.


Yanny regularly mentors peers from ethnic minority backgrounds and shares her journey through university guest lectures and career talks.

Zayneb Hussain

Citation:  Zayneb is dedicated to EDI in planning. As a planning officer at Islington Council, she ensures that applications comply with sustainability regulations and provides advice to those interested in implementing sustainability measures. Her efforts have led to several developments incorporating low-impact measures into their designs. More recently, Zayneb has also advocated for inclusive design within planning applications.


Prior to her two-and-a-half years of experience as a planner, Zayneb completed a master’s degree in international planning. Her dissertation explored the relationship between the diaspora and locals in creating housing in Pakistan, with equity as a central principle in the analysis.

Additionally, Zayneb has volunteered in support of asylum seekers in London for over four years, distributing essentials, issuing food vouchers, and assisting families with school admissions. The ethos of EDI shines through in Zayneb’s daily life and in her approach to any task she undertakes.

She responded almost immediately, in such a friendly way I was shocked. For Artemis you can tell her mentoring isn’t just about fulfilling a role but about truly investing in someone's future. Despite her demanding responsibilities and long commute, she has consistently made time for me, whether that is offering advice, finding moments to check in, and even inviting me the most interesting opportunities that even some full accredited planners haven’t seen. Her work ethic, dedication, and genuine care have made a profound impact on my development and the many others she supports.


Citation:  Artemis has demonstrated exemplary leadership in professional mentorship, particularly within the urban planning sector. Upon receiving a request for guidance on attaining Chartered Membership of the Royal Town Planning Institute (RTPI), Artemis promptly responded, arranging a Teams meeting within one week to assess her mentee's competencies, alignment with the RTPI pathways, and professional development needs. She instituted structured monthly follow-up sessions to ensure continuous progress and provide strategic advice tailored to the RTPI's Assessment of Professional Competence (APC).

Recognising the value of professional networks, Artemis facilitated her mentee’s integration into the BAME Planners Network, enhancing access to peer collaboration and sector-specific knowledge. To support practical exposure, she recommended key planning recruitment agencies, such as Carrignton West, aiding her mentee in securing contract roles to gain critical experience in UK planning framework.


Citation:  Artemis is a kind, empowering and inspiring mentor who has helped me reach new heights and new depths within myself. She has given me so much courage and guidance from her wealth of experience and technical knowledge. Artemis absolutely deserves the award as she deserves to be recognised for all her effort and expertise.

Citation:  Jennifer is a dual-qualified planner and surveyor and National Chair of Women in Property (WiP).  Because of her own unconventional career journey, she has always sought to encourage and inspire girls and young women to take up a career in Planning and consider its scope within a wide industry context, particularly given her role as a Senior Strategic Land Manager for Barratt Redrow plc.  Jennifer has been a member of RTPI for 18 years, chaired Young Planners for three years and organised its conference.  She has mentored 15 people, as a Mentor for the RTPI, RICS, WiP and Barratt’s female leadership programme, Catalyst.  She is a firm advocate for Women in Property’s UK-wide volunteer led Schools Outreach programme, which helps children think about a career in the industry and she was instrumental in establishing the National Student Awards, which empower and inspire young women seeking to enter the industry.

Her contributions to planning and regeneration have been recognized through the RTPI Young Planner of the Year 2024 (Yorkshire Region) award. With CPRE (Campaign for the Protection of Rural England), she challenges unsustainable planning applications and protects the greenbelt. In conclusion, her unwavering commitment to EDI, sustainability, and social value, coupled with her proactive mentorship and impactful contributions to the planning profession, make her a deserving candidate for the recognition.

Our planning team has a 50% female and 20% Global Ethnic Majority representation, alongside higher levels of disability and LGBTQ+ representation than the wider firm.

​Citation: ​Future of London has been instrumental in promoting diversity in the planning sector through its Emerging Talent Programme. This initiative has provided opportunities for individuals from ethnic minority backgrounds to gain placements in various planning roles within the built environment. The programme not only offers invaluable experience but also helps participants secure long-term roles upon completion. Thanks to this programme, I am now working as an apprentice planner, which has allowed me to build a career in a sector that has historically lacked diversity. The programme has played a pivotal role in shaping a more inclusive future for urban planning.

​Citation:  ​The RTPI deserves recognition for its impactful strides toward inclusivity and diversity within the planning profession. In 2018, The RTPI Call for Diversity in the General Assembly resulted in a historic increase in representation, with a record number of BAME members standing for elections for the first time. Through its Change Agenda published in 2020, the RTPI has prioritised equity, diversity, and inclusion by appointing a dedicated EDI Manager and fostering close collaboration with key diversity groups, including Planning In, Neurodiversity, Women in Planning and the BAME Planners Network.

 

Moreover, the RTPI’s introduction of EDI Champions within its regional governance demonstrates its commitment to embedding diversity at every level. Actively working with the BAME Planners Network, the RTPI has made tangible efforts to increase diverse representation and amplify underrepresented voices. These initiatives highlight the RTPI’s leadership in creating a more inclusive planning profession, aligning with the values celebrated by the Rhema Dapaah Award.
